Some Islands are locked until you earn more Stars from previous levels. Get more Stars from ANY previous Island, not only from the Island right before the locked one.
If you do not want to go back to previous Islands to play levels and earn more Stars, you can choose to spend 20 Gems to skip collecting Stars and unlock the new Island immediately by tapping UNLOCK FOR 20 Gems as shown below:
